Jane's: Chilean Air Force to Prioritise New Medium-Lift Capabilities

The Chilean Air Force (Fuerza Aérea de Chile: FACh) is to prioritise its medium-lift recapitalisation efforts, as it seeks to build up those dual-use capabilities that serve both a military and civilian humanitarian and disaster relief (HADR) function, a senior service official said on 28 March.
General de Aviación Álvaro Aguirre Warden, president of the FIDAE 2016 Airshow taking place in Santiago, told reporters ahead of the event that the need to acquire new rotary- and fixed-wing medium-lift platforms is now the air force's most important priority, following lessons learned after a number of recent natural disasters in the country.
Most of Chile's helicopters are fielded by the army, but the air force operates a number of ageing Bell UH-1H 'Huey' platforms and Bell 412Eps also. The FACh has released a tender for six to eight platforms to reinforce these helicopters, with Airbus Helicopters, AgustaWestland, Rosoboronexport, and Korean Aerospace Industries (KAI) set to bid their H215, AW149, Mi-171 'Hip', and Surion respectively.
In terms of fixed-wing medium-lift, the FACh has a disparate fleet that includes ageing CASA C212 Aviocar, DHC-6 Twin Otter, and Lockheed Martin C-130B/C-130B/KC-130R Hercules platforms that in many cases are well past their prime. While no formal tender has yet been submitted, the two companies most likely to compete for the requirement used FIDAE to showcase their respective offerings.
With Finmeccanica and Airbus Defence and Space (DS) set to go head-to-head in Chile, they were both heavily promoting their C-27J Spartan and C295 respectively throughout the event that ran from 29 March to 3 April.
For Finmeccanica, the participation of two recently delivered Peruvian Air Force C-27Js provided an opportunity to explain how their platform might best suit the needs of the FACh. Speaking at the event, vice president of Latin American sales, Fabio Leoni, said that the increased payload from 11 tonnes to 12 tonnes that was afforded by the addition of winglets and an increased power output from the twin Rolls-Royce AE2100-D2A turboprops made it the ideal choice for the 'hot and high' operating conditions typically found in the region.

ROTORHUB: Chile to Place Helo Order ‘This Year’

The Chilean Air Force (Fuerza Aérea de Chile – FACh) is likely to place an order for several medium size helicopters later this year, according to senior officers in the service.

At a FIDAE 2016 press conference, Alvaro Aguirre Warden, the FACH’s three-star aviation general, updated reporters on several acquisitions including plans to procure a new medium-size helicopter.
‘This year we would hope to sign a contract,’ he explained, adding that a quantity would currently depend on a price being offered by manufacturers.
Several aircraft are thought to be in consideration including the Airbus H215M (formerly the AS532 Cougar), the Sikorsky Black Hawk and even the Russian Helicopters Mi-17.
Lt Col Guillermo Pino, a FACH air operations manager, said the requirement would likely be around six to seven helicopters. Chilean representatives have already been around the world to test several helicopter variants, he said.
Currently the FACh rotary-wing fleet consists of 4.3t Bell UH-1 Hueys and 5.3t Bell 412s. This is also supplemented with just one Black Hawk.
‘The Black Hawk is an excellent aircraft but the problem is we only have one,’ said Pino. ‘We need helicopters that can carry more people and be much more multi-role.’
Despite tough economic conditions currently in Latin America, and a subsequent slowdown in military modernisation, helicopter acquisition is thought to be a high priority for the Chilean government as they can be used not just by the military but in humanitarian missions also.
‘In our meteorological conditions and difficult landscapes we need a [medium-size] helicopter like this,’ said Pino.
The requirement is believed to have stemmed from the lessons learned after the huge earthquake that hit Chile in 2010 and the FACH’s rotary wing response. A bigger helicopter would allow the force to carry more supplies and rescue more people if necessary during a humanitarian disaster.
Last month, Airbus Helicopters officials told reporters at its Marignane facility in France that the Chilean Air Force was on its radar as a potential customer for the recently rebranded 9t H215.
Fabrice Arfi, VP of business development at Airbus Helicopters, said the H215 would carry out a demonstration tour of North and South America this year.
It is believed the OEM invited Chilean representatives to the US to view the H215 earlier this month. The Chilean Army and Chilean Navy are existing Airbus Helicopters customers and operate a number of AS532 Cougar and AS332 Super Puma aircraft.

As the premier defence aerospace event in Latin America, the FIDAE Airshow affords the Chilean Air Force (Fuerza Aérea de Chile: FACh) a biennial opportunity to showcase its capabilities.
During FIDAE 2016, being held in the Chilean capital from 29 March to 3 April, the FACh will display key assets from its fixed-, rotary-, and unmanned inventories, including the Lockheed Martin F-16 Fighting Falcon combat aircraft, Bell 412EP support helicopter, and Elbit Systems Hermes 900 medium-altitude long-endurance (MALE) unmanned aerial vehicle (UAV).
Widely regarded to be one of the most professional and capable air arms in Latin America, the FACh is enjoying the benefits of a long modernisation programme that has moulded its inventory into an effective and balanced force. Over the past few years it has acquired new F-16s fighters, Embraer EMB-314 Super Tucano trainers, 412EP tactical helicopters, Hermes 900 UAV and Cirrus SR22T intelligence, surveillance and reconnaissance (ISR) aircraft, and KC-135E Stratotanker aircraft. The service is currently in the process of procuring medium transport aircraft and helicopters, while a new lead-in fighter trainer is also on the horizon.
Delivery of new and second-hand F-16s to the FACh began in 2005, significantly enhancing the service's combat capability and allowing retirement of the outdated Elkan (Mirage 5) and Pantera (Mirage 50) platforms. In addition to 10 newbuild F-16Cs and F-16Ds acquired through the US Foreign Military Sales (FMS) Peace Puma programme, Chile also acquired two separate lots of 18 surplus aircraft from the Netherlands between 2006 and 2011 as part of the Amstel I and II programmes. All aircraft have been modernised by Empresa Nacional de Aeronautica de Chile (ENAER), which has prolonged their service life by another approximately 15 years. Therefore, the procurement of new aircraft is not pressing, but Chile is already considering options for the replacement of the Northrop F-5E/F Tiger II fleet.

Jane's: Finmeccanica Showcases C-27J to Latin America

Finmeccanica is showcasing its C-27J Spartan tactical airlifter at the FIDAE Airshow 2016 in Santiago, Chile, as it looks to wrestle regional market share away from its Airbus Defence and Space (DS) C295 rival.
An aircraft recently delivered to the Peruvian Air Force (Fuerza Aérea del Perú: FAP) is attending the event running at Comodoro Arturo Merino Benítez International Airport from 29 March to 3 April, and its Italian manufacturer is looking to use the opportunity to promote its platform as the transport aircraft of choice for Latin America's exacting requirements.
When Peru signed for its first two C-27Js in November 2013 (another pair were signed for a year later), Finmeccanica beat off strong competition from the Airbus DS C295, which was also considered. The two twin-turboprop transports have been locked in a fierce global export war over a number of years and international competitions, and this has been played out in particular earnest in Latin America.
Having already secured Peru as its South American launch customer, Finmeccanica backed this up in March 2015 when the Italian defence minister Roberta Pinotti signed an agreement with her Chilean counterpart Jorge Burgos for collaboration between the Empresa Nacional de Aeronáutica de Chile (ENAER) and Alenia Aermacchi across a range of projects, including the C-27J.
While the memorandum of understanding (MoU) is the first step of an industrial collaboration and not in itself a contract for the aircraft, it does signal Chile's intent to field the Italian tactical airlifter in the not-too-distant future. The aircraft type would replace the C212 Aviocar, which presents a significant improvement in terms of range and payload.
In terms of the wider regional transport requirements so far competed and declared, Peru has opted to go with the C-27J, while Brazil, Chile (in the maritime patrol role), Colombia, and Ecuador have decided instead to procure the C-27J.

Officials from the Chilean Air Force (Fuerza Aérea de Chile: FACh) were recently shown the relaunched Airbus Helicopters H215 transport and utility platform ahead of an anticipated decision to recapitalise its ageing rotary-winged support fleet.
An undisclosed number of FACh representatives were invited to attend a demonstration of the medium-twin H215 that had been laid on in March for the US Army in Huntsville, Alabama, officials told reporters ahead of the HAI HELI-EXPO event in Kentucky earlier in March.
Airbus Helicopters had hoped to showcase the aircraft, a relaunched version of the AS332 C1e/L1e Super Puma, at the FIDAE Airshow running in Santiago from 27 March to 3 April, but was unable to do so owing to the timing of demonstration commitments in the United States. It was for this reason that the FACh was invited to attend one of these US demonstrations instead.
The FACh has released a tender for six to eight helicopters to reinforce its existing fleet of mainly Bell 412s and UH-1Hs. Airbus Helicopters is one of four companies that have so far declared their intention to compete, with the others being AgustaWestland with its AW149, Rosoboronexport with its Mil Mi-171 'Hip', and Korean Aerospace Industries (KAI) with its Surion. The chosen platform will be used to increase battlefield lift and disaster relief capabilities, with the potential for more helicopters to be bought at a later date.

Though an air force tender, the Chilean Army already operates the SA330 Puma helicopter, which would lead to synergies with the H215 in terms of support, training, and interoperability. (IHS/Gareth Jennings)

It is worth noting that while a FACh tender, the Chilean Army already operates a range of Airbus Helicopters platforms, including the SA330L Puma and AS532AL/ALe Cougar (a military-specific version of the Super Puma, which will be displayed at FIDAE 2016), and the navy too fields the AS332 Super Puma (under Airbus Helicopters' new nomenclature, the latest 'H' designation is only assigned to those platforms delivered after the new format was introduced in March 2015).

Jane's: Little Bird Helos Set to Face-off in Chile

The Chilean Army has a requirement to replace its 1990-vintage MD 530F Lifter helicopters. Source: IHS/Gareth Jennings.

Boeing and MD Helicopters Inc (MDHI) look set to pitch their 'Little Bird' light attack helicopters against each other as they compete to fulfil an expected requirement to replace Chile's ageing MD 530F Lifters.
Boeing's AH-6i and MDHI's MD 530F, MD 530G, and 540A platforms are derived from a common Hughes Model 369/OH-6 Cayuse predecessor, more commonly known as the Little Bird, and with the Chilean Army looking to replace its older model MD 530Fs, both companies are likely to propose their latest generation offerings as a tailor-made solution.
The Chilean Army is believed to currently field seven MD 530Fs that it received in 1990. Delivered in an unarmed configuration, these were later modified by the service to carry machine guns and/or rocket pods. These ageing platforms now need to be replaced by newer and more reliable platforms.
With the AH-6i, MD 530F, MD 530G, and 540A all using the same basic airframe and many of the systems as the older MD 530Fs, both Boeing and MDHI will be stressing the procurement, training, and sustainment savings that could be made with their respective Little Bird offerings, as well as the operational advantages that would come with fielding the latest version of the helicopter.
With more than 1,400 OH-6As having seen service with the US Army, and nearly double that number of MD 500-series aircraft still flying with militaries and police forces throughout the world (including the US Army's famed 160th Special Operations Aviation Regiment [SOAR] 'Night Stalkers'), the AH-6i, MD 530F/G, and MD 540A all come from a highly capable and proven lineage.
As with all Little Bird variants, these latest offerings are agile, fast, and have great lethality, as well as being affordable to procure and operate, and simple to maintain. Common specifications include a compact footprint - the main rotor system has a diameter of only 8.33 m, and the airframe is only about 9.95 m in length - a six-bladed main rotor assembly with composite blades, a chin-mounted electro-optic/infrared (EO/IR) sensor turret (although not for the baseline MD 530F), the same crash-resistant A-frame structure with rugged skid landing gear, and two or four stub-wing-mounted weapon stations.
