FIDAE 2014: RUAG Defence's Leopard Midlife Upgrade Programme

The Chilean Army’s Leopard fleet is in urgent need of modernisation. RUAG Defence, at FIDAE 2014, is marketing its midlife upgrade programme (MLU), where RUAG and partners can offer modularity and upgradeability, fulfilling the military- and also the political demands of a weapon system of the future.
Featuring an electrical turret drive with digital controllers assures further upgradeability, increasing the safety of the crew and reducing maintenance work. By retrofitting the existing commander's periscope, night vision can be optimised. The chosen technical solution allows the periscope to remain in the same place. All control and command (C2) functions are centralised on the commander's new control panel. The new self-contained observation and weapon station (ABWS) on the roof of the tank and the upgradeable, modular protection concept with roof protection, front and side protection together with the mine protection assures the adaptability of the Leopard 2 to the changing demands.
Central to RUAG’s success in winning partnerships is its ability as one of the only suppliers able to offer the complete range of MLU services through one company and at one site. Although through a network of local partners RUAG is able to offer some services locally to its customers, a full service for every part of the Leopard, be it mechanical, electronic, hydraulic or optic can be performed with short turnaround times by skilled RUAG professionals based in Switzerland.
As the centre of excellence for all tracked systems of the Swiss Armed Forces, RUAG has in depth knowledge of all life cycle phases covering not only MRO but also production phases, mid-life upgrades and ultimately disposal.

FIDAE 2014: Boeing Offering 80 CH-47Ds to International Market

Boeing is planning to offer refurbished US Army surplus CH-47D Chinook cargo helicopters to customers across to the world, company officials announced at FIDAE 2014 in Santiago, Chile.
The US Army is remanufacturing its D-model Chinooks into the latest CH-47F configuration and buying some new F-models, and this scheme will leave a significant fleet of CH-47D helicopters available for sale.
Accordingly, over the next three years about 80 D-models are to be available and Chinook builder Boeing has arranged with the US Army to take over the airframes for international sale, Roberto Valla, the company's regional vice-president for the Americas, told reporters on 27 March.
The company is to begin a refurbishment programme "upon commitment from an international customer" and would ensure that the airframes have a minimum of 200 flight hours remaining before major maintenance is required, Valla said. Boeing would offer the Chinooks in a common D-model configuration but would include a five-year training, fielding, service, and support package that can be tailored to each potential customer.
Boeing believes it could sell around 24 CH-47Ds in Latin America, with a package of six helicopters and options for more likely being the standard, said Tom DeWald, regional director for Latin America international business development.
Chile, Colombia, and Brazil are among the states in the region that Boeing sees as possible buyers. Argentina formerly operated the CH-47C, but its fleet is no longer in service.
Valla said the company will market the Chinook to two primary groups: those that already operate medium- or heavy-lift helicopters (largely addressed in Latin America by Russian assets such as the Mil Mi-17 'Hip'), and those that have rotor craft experience, but no current medium- or heavy-lift platforms (such as Chile or Colombia) that can carry a 25,000 lb (11,300 kg) payload.
Rich Sneed, who works business development for global services and support at Boeing, said the US Army's D-model Chinooks have been kept in 'flyable storage' so refurbishment work is expected to be relatively minor. The scale of the work will depend on individual customer needs and may be done in the buyer's country with a local partner firm, Sneed added.
The aircraft could be delivered within 16-20 months after a customer makes its commitment, and could be done via a direct commercial sale (DMS), in which case Boeing would buy the aircraft from the US Army and then revamp and sell them; a foreign military sale (FMS), in which Boeing would work as a contractor for the army; or a hybrid option that leverages DMS and FMS aspects, according to Valla.
He said the company hopes CH-47D sales act as a bridge to possibly selling CH-47F upgrades to users once they become familiar with the D-model's capabilities.

FAMAE Offers New Rocket Artillery

The Chilean defence manufacturing and logistics organisation FAMAE is displaying a new multiple launch rocket system at FIDAE 2014.
Developed in conjunction with Israeli defence company IMI, the SLM platform consists of a MAN 6x6 truck with a rocket launcher. FAMAE hopes that the vehicle will replace the existing Light Artillery Rocket System, LARS.

A new multiple launch rocket system, Sistema de Lanzamiento Multiple (SLM) in Spanish, is being exhibited by Fábricas and Maestranzas del Ejército (FAMAE) at FIDAE 2014.
Developed initially in cooperation with Israeli Military Industries (IMI) and local company Desarrollos de Automatización (DESA), the SLM platform consists of a MAN six-wheel-drive truck with an adaptable launching unit fitted on top and incorporating the Nekulpan fire control system from DESA.
The development of SLM took as references two weapons from IMI, the 160mm Accular high-precision artillery rocket, which carries a 35-kilogram warhead; and the 306mm extended range artillery rocket, with a 120-kilogram warhead.
The combination of Accular and Extra rockets allows SLM to strike targets at a distance of 10 to 150 kilometers, with a circle error probable of only 10 meters.
“Nevertheless, a very important part of the conception of this system is that it is very flexible, able to accommodate any artillery rocket system,” said Eduardo Aguilera, chief of FAMAE’s Rocket Department.
FAMAE is now offering the system as a complement to the LAR-160 rocket artillery system currently in use with the Chilean Army.
Ricardo Cortes, manager of DESA, said the Nekulpan fire control system “was developed in close cooperation with FAMAE, so it can rightly be said that it is tailor made.”
Cortes explained that the Nekulpan fire control system could be integrated with “any artillery rocket or self-propelled artillery weapon system currently available in the international market, to increase effectiveness at much competitive costs.”
Patricio Gutierrez, chief of FAMAE’s Rockets and Missiles Division, emphasized that “the development of SLM relied on the experience, competence and capabilities gained with the Rayo program.”
The Rayo program aimed to produce a 160mm rocket system in Chile, with FAMAE receiving technical assistance from the UK’s Royal Ordnance. The program ran from 1989 to 2002.
“Many people believe that Rayo was a waste, as it was not ordered and produced after its development and testing was successfully completed. But in fact the objective of Rayo was not only developing a rocket system,” Gutierrez said.
“Its real target was to create, to develop technical expertise and industrial capabilities in the field of rocketry in the country.
“And it was a success, as shown by the factory of rockets and propellant, the test bench and the assembly line and, overall, the team of rocket engineers and technicians that FAMAE has today. And SLM is also its result, which would deserve to be called the Son of the Rayo,” he said.

Modernización de Los F-16 FACh: Que Empiece La Batalla

El Ejército de Chile Selecciona al Galil ACE como Fusil de Asalto Estándar

The Chilean Army has selected the Galil ACE from Israel Weapon Industries (IWI) in 5.56mm caliber as its new standard assault rifle, sources told Defense News during the FIDAE international aerospace show.
It brings to an end the protracted Project Titanio launched in 2007 to select and procure an assault rifle for both the Army and the Navy's Marine Corps.
A selection team including experts from both services evaluated weapons but preferences and requirements were divergent.
The marines wanted a rifle able to stand prolonged service under extreme environmental conditions in different geographical arenas, including maritime, desert and semi-arctic conditions.
The Army favored the 556 rifle from Swiss maker SIG Sauer, for reasons including familiarity with previous models, including SIG's 510 and 540, which were procured and partially manufactured locally by Fábricas and Maestranzas del Ejército (FAMAE), a state-owned firm under Army administration.
Since no agreement was possible, the marines dropped out of the Titanio project in 2011, and the Navy subsequently ordered the SCAR-L from Belgium's Herstal in 2013
Meanwhile, in 2010, FAMAE launched production of an initial series of the SIG Sauer 556 under license to meet an initial order from the Army.
But the performance of the weapon was not satisfactory, especially in Chile's northern desert of Atacama, and the search was renewed for a new weapon leading to the selection of IWI's Galil ACE.
According to the sources, the Israeli-designed rifle will be assembled in Chile by FAMAE, including a number of locally manufactured parts.
Earlier model Galil rifles were procured by the Chilean Air Force and the Chilean Army Special Forces in the late 1980s and are still in use.
The Galil rifle is also in service with the military and law enforcing organizations in other South American and Central American nations, both in original AR variant and upgraded ACE versions. The latter is produced under license by INDUMIL in Colombia.

Ejército Recibe Noveno Cougar en FIDAE 2014

http://www.ejercito.cl/detalle_noticia.php?noticia=5447
http://modocharlie.com/2014/03/ejercito-de-chile-recibio-cougar-mk-ii-en-fidae-2014/#.UzEGzr3ZP4h

The first production Cougar AS532 ALe was delivered yesterday to the Chilean Army’s Aviation Brigade in a ceremony at the FIDAE international aerospace show.
The AS532 ALe, the latest member of the Cougar family of medium-lift helicopters, features the same four-axis autopilot and glass cockpit as the EC225. It is the ninth Cougar helicopter ordered by the Chilean Army.
Current service plans call for the procurement of additional AS532s until completing a fleet of at least 20 machines of the type to increase vertical air mobility of troops, equipment and supplies.
Other considerations that drove the selection included its value in rescue operations and responding to natural disasters.
Gen. Sergio Retamal, chief of the Chilean Army’s Aviation Command, said the service “is very proud to be the first operator of this new, more advanced version of Cougar.”
The Chilean Army’s Aviation Command operated a mixed fleet of medium-lift helicopters, including around 13 aircraft comprising SA330 Pumas, AS332 Super Puma and the AS532 ALe.
